Second Public Meeting Held
PennDOT District 9-0 conducted its second public meeting for the Plank Road Interchange Improvement Project on Wednesday, November 5, 2003 at St. John’s Grade School, 311 Lotz Avenue, Lakemont, Altoona. A public officials’ briefing preceded the public meeting. Both the briefing and meeting were conducted in an open-house format. Project Team members were available to interpret the
information displayed and to answer questions.
The purpose of the meeting was to share with the public preliminary alternative solutions to traffic and safety concerns in the project area. Alternates were presented for Plank Road, Goods Lane and Orchard Avenue. Public feedback was recorded.
Community Advisory Committee (CAC)
A Community Advisory Committee (CAC) has been formed that includes government, agency, and business representatives, as well as, members-at-large from the general public. The CAC will meet frequently to review work completed to date, identify areas of concern, and provide input and suggestions for improvements.

The Plank Road Interchange Improvement Project Community Advisory Committee (CAC) held its second meeting on Thursday, October 16, 2003 from 6:00 – 8:00 PM at St. John’s Grade School at 311 Lotz Avenue, Lakemont in Altoona, Pennsylvania. A total of 19 people attended.
Ronald L. Samuel, P.E. (District Executive, PennDOT District 9-0) opened the meeting and welcomed the meeting participants. Glenda L. Murphy (Public Involvement Coordinator, Olszak Management Consulting, Inc.) reviewed input received regarding safety concerns and traffic flow issues in the Plank Road Interchange corridor during the June 2003 public officials' briefing and public meeting. Thomas E. Riester, P.E. (Principal), Robert E. Dudash, P.E. (Traffic Engineer), and Daniel W. Piatt,
P.E. (Project Manager) from Mackin Engineering Company updated the group on traffic studies and presented two preliminary alternates for comment. The Committee provided feedback to the project team on both alternates.
The next Plank Road Interchange Improvement Project CAC meeting was scheduled previously for spring 2004. This meeting has been postponed and will be rescheduled summer/fall 2005.
Public Officials' Briefings and Public Meetings
Three sets of public officials' briefings and public meetings will be held during the life of the project. The public officials' briefings will be held immediately prior to the public meetings. Public meetings will be held in an open house format, allowing the public maximum opportunity to comment and provide input. Each meeting will be Americans with Disabilities Act (ADA) accessible and conveniently located within the project area. Meeting dates, times, and locations will be advertised through the Altoona Mirror, this website, and project newsletters and flyers.
There will be three rounds of public involvement, including public
officials’ briefings as well as general public meetings. These
meetings are designed to introduce the project and present
alternatives as they are developed and gather public feedback
